The present study aims to analyze the productivity of innovation investment in Portugal in the European Union (EU) context.We have considered innovation has a productive process. The data on inputs and outputs of innovation is from the study IUS 2010 and covers the 27 member states of the EU – EU-27. With this data and using the TFP-index methodology, we built two types of indexes: i) TFPt (time) compares the productivity of innovation of each country with the coutry productivity in a base year; ii) TFPe (space) compares the productivity of each country with the average productivity of the EU-27.
Concerning the TFPt indexes, Portugal had a continuous position, slightly below mean values, with the lowest values being achieved in 2010 (0,907). Still concerning TFPt indexes we stress Latvia and Bulgaria rapid growth until 2007, which is related with the EU entrance, of Latvia in 2004 (former URSS) and Bulgaria in 2007 (former Varsovia Pact Member). Generally, the mean TFPt indexes from the several EU27 countries decreased for the timespan in analyze fact that is not indifferent to the international crisis.
Concerning TFPe indexes for Portugal, in the same time span, the evolution was constant and slightly above the mean, getting the maximum value in 2008 (1,486). This number is close to the one of Germany and it is above the one of Sweden. Theodore Shultz would say that Portugal is equally or more productive in innovation than these countries but poor.
