Social work training in Portugal began in 1935 with the opening of the Instituto de Serviço Social (ISS), Lisbon. Several attempts had been made since the First Republic to establish the training of social workers in Portugal, but it was only during the Estado Novo construction phase, with the configuration of a new conjuncture between Church, State and intellectual movements, that it was possible to forge a decisive proposal. This resulted from the convergence of hygienist movement and some Catholic elites, namely social Catholicism, with the Estado Novo political project, in which corporatism emerged as a model.This presentation focuses on the establishment of corporative social work in Portugal, which took place in the mid-1940s. In 1946, by means of Decree 35.457 of 19 January, the Council Presidency and the National Education Ministry authorised the creation of a technical specialisation training programme for corporate social workers at the ISS. These new professionals where particularly geared towards labour intervention, through collaboration in the corporate bodies' social activities and cooperation with social projects undertaken by companies. The main employers of these professionals were the National Trade Unions, the People's Houses (Casas do Povo) and the Fishermen's Houses (Casas dos Pescadores), and any hiring required the prior consent of the Undersecretary of State for Corporations and Social Welfare.
