Associate Professor at the Porto School of Law, Universidade Católica Portuguesa. 

Graduated in Law from the Porto School of Law, Universidade Católica Portuguesa (1994). 

Master’s degree in Law from the Faculty of Law, University of Coimbra (1999). 

PhD in Law from the Faculty of Law, Universidade Católica Portuguesa, in the area of Legal-Political Sciences (2009). 

Researcher and integrated member of the Catolica Research Center for the Future of Law, integrated in the research line “State Reform: Efficiency and Sustainability”, member of the Portuguese section of ANESC, founding member of the European Association of the Public-Private Partnership – E.A.P. and member of the RED Iberoamericana de Contratación Pública. 

Since January 2023, individual member of Portugal, of L’Association internationale de droit de l’urbanisme (AIDRU). 

Since October 2021, President of the General Assembly of the Portuguese Association of Urban Planning Law. 

Since January 2021, member of the European Law Institute (Member). 

Since 2021, member of ADA – Administrative Law Association. 

Since July 2019, Member of the Ad Urbem Association.
