    Biography

    Associate Professor at the Faculty of Law, Universidade Católica Portuguesa, and PhD in Tax Law from the University of Lisbon. He has been lecturing Tax Law for around 20 years and is the author of several articles and monographs in this field. He served as Secretary of State for Fiscal Affairs between 2009-2011. He is currently a consultant at the World Bank. His main areas of research are indirect taxation, environmental taxation, local taxes and economic regulation taxes. He coordinates the periodic publication Cadernos IVA.
