Description
A team of researchers from CEPCEP, led by Professor Fernando Ilharco and with Professor Fernando Chau as executive coordinator, conducted an external evaluation of the Third National Plan for the Prevention and Combating of Human Trafficking (PNPCTSH), the V National Plan for the Prevention and Combating of Domestic and Gender Violence (PNPCVDG), including the III Action Programme for the Elimination of Female Genital Mutilation (PAPEMGF) and the V National Plan for Gender Equality, Citizenship and Non-Discrimination (PNI), 2014-2017.
This is a formative and summative evaluation of public policy instruments – PNI; PNPCVDG; PAPEMGF; PNPCTSH – namely, in terms of the degree of implementation of the instruments; consider the main national, European and international instruments and guidelines on the subject; identify and analyse the constraints and difficulties in implementing the measures, particularly in terms of decision-making and inter-institutional relations; use variables considered appropriate as a diagnostic tool in the summative analysis of the aforementioned instruments; draw up process recommendations and present the results of the evaluation carried out.
