The Macao Government, through the Deputy Secretary for Social Affairs and Budget, requested the UCP Scientific Research Coordination Institute to conduct a study on the activities of the Macao Social Welfare Institute in its social and institutional context. The ICIC entrusted the preparation of this study to CEPCEP, which carried it out in collaboration with the Macao Inter-University Institute.
Three fundamental and complementary themes were defined: the social needs of the population; the IASM, its structure and functioning; and the institutions under its supervision and their activities. Based on these themes, an assessment was made of the IASM's response to the needs of the population and the functioning of this institution and its dependent institutions.
The final report was delivered to the Macao Government in a timely manner. The team was coordinated by Mário F. Lages, with the collaboration of Alfredo Bruto da Costa, Manuel Luís Marinho Antunes and António Jorge Cerol.
