Abstract
Nowadays, counter-urbanization is an inescapable reality, long-winded and characterized by structural dynamics of diverse dimension. This phenomenon, called population turnaround, has to do with the demographic and industrial decline of the central urban areas to the detriment of the population and
industrial revitalization of rural spaces of the developed world. As we have just said, that is why this phenomenon is long-winded, not widespread, which coincides with the decline of industrial cities and sets a new milestone of urbanization of rural areas and/or growth of peripheries, contrary to the
processes of urbanization and urban renewal, which turned the cities into spots where resources are agglutinated This arises as a reaction to the social and physical deterioration of the central cities, potentiated by rapid technological development, with direct implications at the level of lines of communication, and the decline of traditional industries, factors leading to a diffuse and dispersed
urbanization. So, contrary to suburbanization, the counter-urbanization marks a symbolic break with the city, starting with it a new phase of production of space and relationships. It is particularly important in the current context, where there is an increasingly need for a local development that has to be homogeneous, integrated and sustainable. In this sense, because it has the particularity of
decongesting the cities and revitalize rural spaces, the counter-urbanization would appear as a factor which may contribute to the balanced development of regions and, therefore, liable to be planned. We decided to tackle this issue from a tripartite methodology: notion and historical context of the phenomenon of counter-urbanization; the city and its metamorphoses over time and, finally, the
theoretical foundations of counter-urbanization.
