Abstract
The "Work XXI" Draft Bill introduces a set of significant changes to the organization of working time, proposing new flexibility mechanisms, redefining limits, and expanding the role of collective bargaining and corporate self-regulation. This analysis seeks to identify the main proposed changes, evaluate their systematic coherence, and assess whether they represent an evolution aligned with the contemporary challenges of the labour market or, conversely, a reconfiguration that reverts to solutions already superseded by the Portuguese and international labour law. Through a critical reading, the article analyses the potential impacts of the Draft Bill on worker protection, temporal predictability, and work-life balance, questioning whether we are facing a true normative advance or a return to historical models of unilateral flexibility.
