Abstract
This text aims to highlight the need for priority registration of education within the territorial basis of social policies, taking as empirical reference the project "Porto Solidarity" organized in Porto under the framework of the Faculty of Education and Psychology Catholic University of Portugal (FEP/UCP). Adopting a pedagogical and prospective view of the categories of "territory" and "community" here valued in all its social and anthropological density, it is argued that the principle of cooperation or principle of "social hospitality" is an intrinsic virtue to community practices, while dynamics of participation and local development spearheaded by a wide network of actors.
