Evolução das estruturas políticas e administrativas da protecção social em Portugal

A perspetiva histórica é essencial para o conhecimento de qualquer realidade, uma vez que as ideias e as posições doutrinárias que estão na base das medidas legislativas são, de alguma forma, o resultado do pensamento e da ação das sociedades e dos Estados, tal como as caraterísticas dos atuais sistemas de segurança social refletem, certamente, em maior ou menor grau, um processo evolutivo, de mudanças, de avanços e recuos, ou seja, de interações no decurso do tempo. (Neves, 1996) Neste contexto sistematizam-se as iniciativas e ações desenvolvidas no decurso do tempo como resposta às necessidades de proteção dos trabalhadores e aos desafios das sociedades modernas desde o 1º sistema de previdência social de 1935, passando pela revolução de abril de 1974 e que foram dando forma às diferentes estruturas instituídas até ao atual sistema público de segurança social. Num outro momento faz-se uma análise critica e apresentam-se recomendações para o melhor ajustamento da efetivação da proteção social, numa perspetiva de eficácia, adequação e modernização do sistema.The historical perspective is essential for the knowledge of any reality, since the doctrinal ideas and positions that underlie the legislative measures are, in some way, the result of the thought and action of societies and States, as well as characteristics of current social security systems certainly reflect, to a greater or lesser extent, an evolutionary process, of changes, advances and setbacks, that is, interactions over time. (Neves, 1996) In this context, the initiatives and actions developed in the course of time are systematized in response to the protection needs of workers and the challenges of modern societies since the first social security system of 1935, going through the revolution of April 1974 and that shaped the different structures established up to the current public social security system. At another time, a critical analysis is made and recommendations are made for the best adjustment of the effectiveness of social protection, in a perspective of effectiveness, adequacy and modernization of the system.
