Abstract
This article results from a case study with exploratory characteristics, which examines the implementation of a graduation course in Portuguese Sign Language at the Portuguese Catholic University and offered in a blended learning regime. This study aims to identify the suitability of the models of distance education to populations with specific characteristics, inhibitors of attending studies in face-to-face systems. In this case the target audience of the course developed was people who are suffering from profound hearing loss. We can observe now that there are already tools in ICT and Web 2.0 applications that are conducive to processes of inclusion, particularly digital inclusion. The option to use recent tools show us that the recent development of ICT provides new solutions to old problems that, in some way, inhibited the development of cognitive skills in publics with specific characteristics.
