O papel da rede de serviços e equipamentos (na redução da pobreza)

Nos últimos 15 anos, em paralelo com o desenvolvimento de uma nova geração de políticas sociais, Portugal tem investido na dinamização da Rede de serviços e Equipamentos sociais, quer na vertente de crescimento da capacidade de resposta às necessidades sociais, quer na vertente de qualidade e segurança nos serviços prestados aos cidadãos. sendo inequívoco o papel de relevo assumido pelas instituições de solidariedade social no combate à pobreza e às diferentes dimensões da exclusão social, o aumento expressivo de utentes abrangidos no âmbito dos acordos de Cooperação celebrados entre o Estado e o sector solidário, bem como o significativo investimento realizado por via de programas de alargamento da rede, evidenciam o interesse público pelo bem-estar dos indivíduos e das famílias, em particular dos mais carenciados. o presente texto aborda, em tom de reflexão e de informação, algumas das dinâmicas e inter-relações mais prementes entre a Rede de serviços e Equipamentos sociais e as problemáticas da pobreza e exclusão social. All together with a new generation of social policies, in the last 15 years Portugal has invested extensively on the Network of Social Services and Equipments. This dynamic has been felt either on the growing capability of response to social needs as well as on the quality and safety standards of the services provided to citizens. Undeniably, Social Solidarity Institutions play a primordial role in fighting poverty and the multiple dimensions of social exclusion. The public interest on the well-being of individuals and families, especially the most disadvantaged ones is clearly demonstrated by the significant increase of social service users covered by Cooperation Agreements between the State and the third sector and also by the significant investment made through public programs designed to enlarge the network. Therefore, this text deals with some of the dynamics and interrelationships between the Network of Social Services and Equipments and social exclusion and poverty issues.
