Abstract
Public-private partnerships (PPP) are not a novelty as regards the establishment of collaborations to the pursuit of public interests. They are usually linked to infrastructure and justified by their higher economical capacity and management skills, when compared to public bodies' budget restraints and lack of knowledge. At a time when economic and climate circumstances demand new ways to deal with complex problems, innovation and collaboration seem to be a possible and desirable solutions. How can this PPP be, at the same time, a financial instrument to fulfil public needs and a driver to innovation and sustainability? Do innovation and sustainability imply a different risk feature within PPP? Is the actual PPP configuration a suitable model for both the innovation and sustainability purposes? Can PPP become a tool to address climate changes using innovation? Does this mean a new way to govern public interests?
