Participação da tripla hélice no desenvolvimento do setor têxtil vestuário português: planejamento, intuição ou acaso?

Abstract

The textile and clothing sector has gone through two remarkable moments in sixteen years: in 2001, a thriving industry with a low degree of innovation, protected by import quotas, saw its market change rapidly, with the entry of well-prepared and advantageous competitive conditions, even if somewhat unfair, for which it was not prepared, which, together with the 2008 crisis, led a large number of companies to bankruptcy, and the sector itself to encounter great difficulties in 2011. However, since then the sector underwent a restructuring and today it is positioned as an important player in the world textile, apparel and fashion market. Three important institutions played an important role in this recovery: the government, educational institutions and the companies themselves, which led to the assumption that the Triple Helix Model could have played a relevant role in this recovery. To understand the process and verify the participation of the Triple Helix Model, a case study was carried out, and it was concluded that, even though it was not formally used, the Model played an important role in the results achieved.
