Abstract

Citizenship is understood as the exercise of the fullness of rights, as a guarantee of physical and cultural existence, and recognition of people as social actors specifically manifested by the exercise of the vote, of participation in the Municipal or State Councils for Health, Education, Older Adults, among others. The individual and community realization of each person is always considered a value above the State and the Market. At the center of every political process must be the citizen. Faced with the reality in which we live, the break with human dignity and the world of exclusion we need bioethics as a bridge, as a tool for the exercise of citizenship. Therefore, we must develop more and more education for citizenship: citizenship is not learned, [more] it is lived.
