Sovereignty and direct citizen participation in government policies in Mozambique in the context of Southern African development community

    Abstract

    The philosophy of the new government power in Mozambique must respond to the dynamics of the challenges of regional economic integration that advocates the sovereignty of the people of Southern Africa. Based on the characterization and evaluation of public administration in Mozambique; the leadership and participation of the Mozambican citizens in governance that is the creation, execution, monitoring, and evaluation of public policies, is placed under scrutiny. Starting from the evaluation of the reforms carried out within the political and administrative powers in Mozambique to conform with new paradigm and comparing it with the results achieved and the reality on the ground, this study seeks to find out about factors that promote or hinder the direct participation of Mozambican citizens in public policies and in the exercise of right to citizenship. The new paradigm of public administration that emerged in the 70s and 80s of the 21st century (Gruening, 2001), which culminated in the transition from the old vertical model (Bourgon, 2007) to the various new models, such as “new public service, ” “new public governance, ” and “post-new public management, ” has been a major challenge for SADC members and the community to promote common and shared political values, that is, for SADC to be a true sovereign community and belong to the people of Southern Africa. To this end, the regional integration process and its transition must be taken on by the people of SADC in order to become effective and belong to its members—the citizens.
