É possível, no panorama atual financiar um projeto de RBI em Portugal?

Abstract

The Portuguese state has an important role in ensuring public interests, as for example reducing social inequalities. In this regard, the government takes actions to achieve these objectives. However, in our society these problems continue to exist, such us poverty and social differences. In this context a new provision is debated, Unconditional Basic Income (UBI), in order to overcome these problems that have not been resolved with the current measurements. In this work, the objective is to reflect about this question in the Portuguese context, through the analysis of the work of several authors, as well as characteristics of the state and of the state current conjuncture, that assume a decisive role in the possibility of implementing UBI. One of the main limitations for the application of this measure is its financing, and therefore it was intended to explore one of the possible sources of financing, the possibility of integrating the UBI with the existing social benefits, eliminating some to the detriment of the UBI. To achieve these objectives, we use the quantitative method through the analysis of primary data available in the “Relatórios da Segurança Social” and INE, to understand the total cost of the UBI, the costs inherent in each social benefit, and how this cost could be reallocated into financing of the RBI. Through the work we elaborate, we concluded that this is not a viable way to finance the UBI. This form of financing only guarantees, approximately, 7% of the necessary funding. Thus, it is required to think about other complementary forms of financing.
