The first objective of this work is the creation of an indicator that aims to evaluate an electoral systems on its representative dimension and considers variables associated to the behavior both of those who are elected and those who elect. For the new classifier, named representative effectiveness index of electoral systems (REIES), the sample considered were the OECD permanent members countries and the factor analysis was the methodology used. This work also aims to understand the relation, in a democratic regime, between representativeness and development also in OECD area. To that end, the influence of IERSE on the per capita gross domestic product growth rate and human development index is analised through the use of panel data with static models - fixed and random effects - and dynamic models - GMM (1991) and GMM system (1998). Finally, through cluster analysis methodology, is presented the dynamic of OECD countries between groups, which rate the representative effectiveness and three others possible dimensions of a democracie, i.e., the deliberative, igalitarian and liberal capacity. One concludes that representative effectiveness, as calculeted by the REIES, beyond improving the compreension of an electoral system, is related with the quality of life of electorate and it becomes more robust in democracies with a greater deliberative, egalitarian and liberal capacity.
