Abstract

Value creation is the central motive for the emergence of interorganizational collaborations, such as networks. Networks involve several organizations that establish inter-organizational relationships with each other, namely, bilateral (one-to-one) and multilateral (one-to-many) relationships, for the sake of creating value for the network. It happens that these organizations do not always act collectively in pursuit of this goal. So, in mixed networks, there is a coordinator responsible for achieving the network's objectives. In an attempt to maximize value creation for the network, the coordinator uses bilateral and collective management control mechanisms. The objectives of this study are: (i) to assess the conditions under which value-based management by the coordinator can stimulate the performance of the other organizations; (ii) to understand how the governance structure of the network can influence the exploitation of complementarities among organizations; (iii) to identify the factors that influence individual motivations to cooperate; and (iv) to explore the substitutability and complementarity relationships between bilateral and collective management control mechanisms. To this end, this study combines relevant concepts from the previous literature to formulate a logical sequence of analysis of the conditions associated with value-based management, the relational view, transaction cost economics, governance structures, contingency theory and theoretical models that relate collective to bilateral management control mechanisms. It also evaluates these concepts through a case study in the Port of Aveiro. From this study, it is concluded that: (i) value-based management by a coordinator tends to stimulate the performance of the other organizations when their management control systems are aligned with that of the coordinator and both prioritize value creation; (ii) both a decentralized and centralized structure can, under certain circumstances, enhance the exploitation of complementarities between actors; (iii) motivation to cooperate depends positively on expectations of performance improvement and individual value creation; and that (iv) collective management control mechanisms can be both substitutes and complements for bilateral ones.
