With the aim of finding out how groupings of schools are the new management units, able to comply with the public school's mission with fairness and equality, we elaborated this work from a disturbing issue, which was "how forming a Mega Group contributes to the development of new practices of organization, management and evaluation?” This study was conducted using the case study method and our concrete object corresponds to a specific organization, in the Greater Lisbon area, here referred to as "Nenúfar". Therefore we made an analysis of the different laws from the LBSE (Decree-Law n.º 46/86) until the publication of Decree-Law n.º 75/2008, without forgetting the Decree n.º 4463/2011. To understand the policies underlying the reordering of the school network and transfer of powers to the local government, we made an analysis of the electoral programs of several Constitutional Governments. From the theoretical point of view we have a historical and theoretical framework of the autonomy process and evolution of school network (Chapter 1), a global vision of autonomy in Europe (Chapter 2) and of centralized bureaucracy to a community autonomy/organizational dynamics. Methodologically, we chose the case study, and as data collection instruments, we elected the interview, the questionnaire and the analysis of documents. The resulting data from the interviews and questionnaires were analyzed according to the categories and subcategories defined and/or resulting there from and it was concluded that the reality of the case study in practice presents major differences with regard to the laws and political discourse of the electoral programs of the several Constitutional Governments.
