: o caso da Câmara Municipal do Porto

Abstract

A Municipal Hall has a significant impact on the development of a municipality. As a public institution, it is subject to scrutiny and high demands from stakeholders. Thus, ensuring transparency and integrity in its processes is imperative. Given that a production management system plays an essential role in ensuring that operational processes are efficient, transparent, and aligned with the best management practices, the essence of this work was to understand how that could be improved, within a particular direction. Therefore, this work identified procedures that can be enhanced to optimize and refine working methods. This involved conducting interviews, questionnaires, document analysis, and direct observation to gain insight from employees and propose more consistent solutions around the main problems. This analysis identified several processes requiring intervention. As the study focuses on the Municipal Directorate of Urban Development of Porto, procedures related to project management assumed greater relevance. Finally, it was found that several areas require intervention, ranging from team communication to the acquisition and implementation of project management software. Nevertheless, it is essential to emphasise the value of a comprehensive approach to ensure success in improving the production management system of this directorate.
