This study is the report of an internship performed in the Municipal Division of Revenue of the Porto City Council between September 6, 2021, and January 21, 2022. During this internship, it was possible to identify opportunities for improvement concerning the following areas of activity of this department: management of critical processes and management of processes assigned to employees who may be out due to sickness, vacation, or other reasons. As a strategy to improve the performance of this department regarding the situations previously mentioned, this study considered the adoption of a people management model based on functional polyvalence. To analyze the practicability of this proposal, two tasks were carried out. The first was a literature review on this subject and the " New Public Management" which advocates more flexible management of people in the Public Administration according to principles inspired by the management of private organizations. The second task was a survey answered by 20 employees of the Municipal Revenue Division about their understanding of the opportunities for improvement mentioned above and their receptiveness to a people management model based on functional versatility. The results of this survey pointed to the existence of this receptiveness. The intention of adopting this method at CMP's DMR is to foment a more adaptable and versatile management system, maximizing the profitability of the division's existing human resources.
