Abstract

The Gulf of Guinea stands out for its geostrategic relevance in terms of production of energy resources, which alone justifies the convergence of a very significant number of routes to the region, particularly for the transport of fossil fuels that are produced there. Its geographic position inserts the region both in the African coastal circulation, as well as in the routes from the North or South Atlantic and, through them, into the Indian or Pacific Oceans, which grants the region the characteristic of a cosmopolitan maritime route, making it an indispensable zone for international commerce. However, the region has numerous problems that affect maritime safety. Illegal, unreported, and unregulated fishing, illegal oil bunkering, maritime pollution, organized crime, armed robbery, and maritime piracy, as a set of major challenges, contribute to an environment that requires unilateral and multilateral efforts to achieve the security stability. The intensity of the practice of armed robbery and maritime piracy, which stand out among the pointed-out problems, have turned the region into a security issue on the political agendas of numerous states and regional and international organizations due to the instability and damage they cause. Starting from the assumption that piracy begins on land and recognizing the origin of the pirates operating in the Gulf of Guinea mainly from Nigeria, namely the Niger Delta region, this dissertation aims to analyze the interrelationship between the sociopolitical conditions of this specific region and the needs or motivations for this practice so nefarious for both Nigeria and the International Community.
