The market economy, while contributing to the improvement of living standards of the population, generates exclusion. Includes some and excludes others. This way, in order to minimizing the social problems of this second group of people, one of the interventions of the state is financing private institutions of social solidarity (IPSS). These institutions constituted non-profit, private initiative, with the purpose to give organized expression to the moral duty of solidarity and justice between individuals. It is this assumption that the Associação dos Albergues Nocturnos do Porto (AANP) acts, among the poor population and socially excluded, especially for people in situation of homeless. This study pretends to evaluat the impact of the operating model of the AANP in the social integration of the homeless population. For this, is used a methodology of evaluation and implementation of projects and programs proposed by Mendes (2006) that consists in identify the objectives of the Multidisciplinary Intervention Model (MIM) of the AANP and the existence of possible deviations of implementation. Then, it will proceed to the explanation of those deviations taking into account factors such as those related to the project design, resource availability and utilization of the program by its users. Data collection was conducted through documentary analysis of family processes of 84 users integrated in AANP in 2009, as well as the use of questionnaires to the Technical Team of the Institution. These methods showed that the working model is effective in about 50% of the cases selected and that the lower degree of efficiency is explained by the feasibility constraints and incentive compatibility constraints.
