Abstract

This paper discusses the theme of sustainability in cities and its correlation with Urban Law. Through urban planning, Urban Law plays an indisputable role in creating and developing smart and resilient cities capable of integrated responses to complex urban issues, including the climate crisis, using nature-based solutions. The impact of climate change, felt globally, has alerted the international community to this calamity. Therefore, on 01/01/2016, the ONU's Agenda 2030 came into force, which aims to achieve various dimensions of sustainable development (social, economic, and environmental) by defining 17 Sustainable Development Goals (SDGs). The 11th SDG of Agenda 2030, which is related to city sustainability, commits to increasing inclusive and sustainable urbanization capacity for participatory, integrated, and sustainable settlement planning and management, as well as implementing integrated policies and plans for climate change mitigation and adaptation by 2030. Therefore, this paper will focus on the study of the PDM and its alignment with the 11th SDG of Agenda 2030, using the Municipal Ecological Structure of the recent PDM of Setúbal as an example of analysis. It is because of its pioneering, innovative, and avant-garde nature, which captures the essence underlying the 11th SDG, using nature-based solutions inscribed in it to build and develop smart and resilient cities.
