Abstract

Every day we witness an inconsistency between a system that prescribes protection, but in practice lives on lack of protection. A Constitution that is responsible for protecting children from society and the State, but which only sees the judgment of the direct agents of the actions in court. We don’t know if it will be a lack of resources, technicians, or training, but we believe that system fails when a child dies. The greater the subject’s fragility, the greater the need for protection. The present study aims to find out how the protection system works in Portugal, try to determine the reasons that justify the increase in cases of child abuse every year study the possibility of the State and public institutions being held responsible.
