The realisation of an urban operation implies the existence of an enabling title which is the result of an administrative procedure with the intervention of third-party entities. These entities offer their opinions in several ways, most commonly issuing a technical opinion. The pronouncement of these entities is exhausted at a given moment. Also, it is done within a legal relationship distinct from the one established between the body that performs the administrative act and the applicant. Therefore, it will not be legally admissible to revoke a preventive urban management act by a third party that has given its opinion in the context of the urban planning procedure that gave rase to it.
