Abstract

This work has the following research questions: Has the establishment and implementation of the Municipal Social Networks contributed to the sustainability of the Private Social Welfare Organizations (IPSS)? If so, how has this happened? To analyze these question the theoretical framework is the series of papers written by Mendes (2011a, 2011b, 2015) proposing a new concept of social economy organizations based on the economic specificities of these organizations. This concept is relevant for this research because it facilitates the study of the problems and strategies and sustainability of these organizations. In light of this theoretical framework, the first step is an analysis of the fundamental legislation establishing the Social Networks. The conclusion is that this legislation goes in the direction of enabling these networks with a good potential for make positive contributions to almost all components of a sustainability strategy of the IPSS. Next two case studies of municipal Social Networks are presented: the cases of Matosinhos and Vila de Nova Gaia. The conclusion of these case studies is that it is positive the answer to the question about whether the establishment and implementation of the Municipal Social Networks has contributed to the sustainability of IPSS. As for the question of how this has happened, the conclusion of the case studies is that this depends on the specificities of each municipality.
