Abstract

Population ageing in Portugal presents significant challenges in the social, economic and political spheres. The general objective of this study is to analyse public policies related to ageing between 1970 and 2020, identifying the challenges and opportunities for improvement in the public management of old age, with the aim of contributing to a more inclusive and dignified ageing in the Portuguese context. Using a qualitative approach, the research was based on an indepth documentary and bibliographic review. Government measures, legislation, programmes and social policies targeting the elderly population were analysed, using primary and secondary sources. Through critical discourse analysis, we sought to understand the evolution of public policies, emerging trends and social representations of old age over the last five decades. The results reveal that, despite the progress achieved, significant challenges persist in the implementation and intersectoral coordination of public policies. There was a lack of effective integration between the different sectors (health, social security, education, housing), as well as the need to address issues such as digital exclusion and the active participation of older people in society. The social construction of the category "elderly" has evolved, with the introduction of the term "third age" to challenge negative perceptions, but stigmas and barriers that influence public perception and ageing policies still persist. It is concluded that promoting active and dignified ageing in Portugal requires more effective and integrated strategies, involving the State, civil society and the private sector. It is essential to develop more comprehensive and inclusive public policies, ensuring the rights, wellbeing and social participation of older people, and strengthening intersectoral action in the public management of old age. Continuous improvement of policies depends on a holistic approach that considers the real needs of older people and promotes their full inclusion in society.
