The emergence of shared electric scooters revolutionized the concept of urban mobility. As a means of transport with particular attributes, which quickly became a mass product with its intensive use by the young adult segment, the circulation of these vehicles has brought aboutseveral controversies, concerning road safety and parking, with the occurrence of several accidents. In our study, we address their characteristics, the business model in which they operate, andthe way sharing companies are operating in Portugal, especially in the city of Lisbon. In this context, based on the existing legislation and regulations, we sought to offer guidelines to answer the following question: in the event of an accident, who may the injured third party hold liable? And on what basis?
