Como mensurar o progresso de implementação da economia circular?

Abstract

This study intends to analyze the different indicators developed to measure the progress to Circular Economy in a country. Circular Economy is an alternative to the current linear model that is based in a take-transform-use-dispose model and threatens the natural limits of planet Earth. Considering that, in recent years, Circular Economy has been considered as an alternative, it is important to evaluate the progress that is made worldwide and more specifically in the European case. In this work, the cases of China, the European Union, the Netherlands, and Portugal are referred to in terms of developed indicators. Then, the monitoring framework for the transition to the Circular Economy, adopted under the Action Plan for the Circular Economy of the European Commission, was chosen. In this sense, the indicators considered by the monitoring framework are analyzed to make a comparison between the European average, the Netherlands and Portugal. The countries analyzed showed a strong awareness of the issue and see the Circular Economy as an opportunity to create a sustainable future. However, it became clear that this will be a slow, phased process that requires the work and cooperation of all economic agents at national and international levels.
