This research aimed at the design, development and evaluation of a technology enhanced learning environment (TELE), to support the math school subject of the first cycle of basic education, in the field of mental calculation, using a model of blended learning (b-learning). It was adopted a design, collaborative and participatory methodology, combined with a development model of Internet based courses or disciplines, integrating design models of learning content and assessment models for technology enhanced learning environments. It was developed a learning environment supported by a constructivist teaching and learning model, in order to promote the construction of knowledge in the field of mental calculation, through direct instruction and lessons of declarative knowledge and also to stimulate the interest and involvement of students throughout the learning process by streamlining practice activities of mental calculation, complemented with mathematical games and training proofs related to mental arithmetic competition. In this context, we sought to promote learning experiences, communication, interaction and online collaboration between students and teachers and to assess the suitability of the learning environment, as a support to the discipline of mathematics of first cycle of basic education, in the field of mental calculation, involving collaborating teachers and participating students in the evaluation process. The results were propitious to the implementation of the learning environment with the classes of the fourth grade of the first cycle of basic education and its extension to classes of third grade. It was also possible to verify that students, besides acquiring knowledge of the formal contents, also developed skills in the use of information and communication technologies (ICT).
