The implementation of a Management Control System is crucial to the smooth running of an organization. The existence of various types of controls allows each institution to use the ones that best suit its situation, in order to be prepared for a dynamic and ever-changing environment. The main objective of this Master Final Assignment is to study the role of action controls in public procurement and the impact they have on achieving the objectives of the "Câmara Municipal do Porto", specifically the "Direção Municipal de Cultura e Património". The aim is to understand whether action controls, i.e. the numerous rules and bureaucratic procedures inherent in public procurement, are a barrier to achieving the unit's objectives. For this study, a qualitative methodology was used, namely the case study, in which several interviews were carried out in order to understand the perception of each employee on the subject in question. The main results indicate that action controls are not a major obstacle to meeting objectives, although they can sometimes cause delays. This study therefore contributes to a better understanding of the benefits and drawbacks of action controls in public procurement. In addition, the importance of balancing legislation with efficiency in the management of public resources is mentioned.
