This dissertation will focus on automated administrative decisions and procedures produced by electronic machines. In order to develop this research, the decisions and procedures adopted by public agencies will be analyzed, with a focus on the decisions of DATAPREV (Public Company for Social Security Technology and Information), which is responsible for managing the Brazilian Social Database, and as of 2019 is using artificial intelligence to automate the granting of social security benefits to Brazilians. The research will focus on demonstrating the use of artificial intelligence by public bodies, addressing its benefits and risks, as well as investigating the rights and guarantees of the people against whom these automated decisions have been issued. The methodology used will be bibliographical research into legal doctrines, computer science doctrines to understand how machines work, and documentary research into case law and legislation.
