Organizations are daily present and emerge in its various aspects, being public or private, as providers or rendering of services. In times of change and instability, as the environment becomes more turbulent, greater is the need of different options and clear strategies. Leadership with high pace of change that characterizes contemporary society and economy, has unique opportunities, but also very demanding challenges. The leader needs to think and see an organization as a whole. This needs an analysis of the external and internal environment, analysis of its own resources, requiring decisions and actions that will strongly influence the behavior of those working under his guidance. This report deals with these referred realities and it is structured in two parts. The first part contains the framework and performance of the Directorate of Finance of Viseu, theoretical leadership and applied to the field, multichannel services in the interaction between the organization and the citizens, the most recent tax reforms, suggestions on how to improve the system and to reduce fraud and tax evasion. The second part concerns the analysis of twelve surveys with open questions, the treatment and discussion of the results. When selecting the sample, it was used a sampling method based on stakeholder’s opinions on the seven targets and about some matters addressed at work.
