Abstract

This dissertation develops the burning theme of energy efficiency applied to the cities, structures that concentrate people and activities ʺgreedyʺ of energy and therefore with lots of GHG emissions. To further understand the importance of energy efficiency we´ve contextualized the topic, by understanding the emergence and the importance of the concept of sustainable development, the relation with the end of cheap energy and climate change. It was also important to realize the treatment of this theme at the level of international policies mainly the legislative production of the EU and its transposition into national legislation. It was also important to understand the results of these policies and their strict proximity to the concept of sustainable development. To accomplish this evaluation we used the methodology of compared case study. Therefore, we analyzed the action plans for the EE of Porto and Stockholm cities, designed and presented to the covenant of mayors. The comparative analysis of these cases and the theoretical framework held allowed us to realize, among other aspects, that: (i) the socio‐cultural and economic‐financial conditions are crucial for formatting and implementing EE measures; (ii) the EE measures should be adapted to the reality of each city; (iii) the EE should be considered in line with spatial planning at the national level, regional and local levels since the cities live from interactions with its surroundings; (iv) cities must think the EE management assigning it resources and financing mechanisms, defining responsibilities, goals and timelines and monitoring the plans on a regular basis, using concrete metrics.
