Abstract

Rivers Real and Arnóia are tributaries of Óbidos Lagoon, and both part of the so-called West Streams, Portugal. Like any other river, in Portugal, they are subject to River Basin Plans, which are intended to identify and prevent problems of territorial scope, associated with the sustainable management of water for one or more watersheds. The first River Basin Plan for the West Streams was published in 2001, under the initiative of then DRALVT. That was before transposing the Water Framework Directive into Portuguese law, implemented in December 2005, by the so-called Water Law and subsequent regulations. The second River Basin Plan for the West Streams began in 2010 under the initiative of ARH-Tejo, and it is still in progress. This Master's thesis aims to deepen the work done in relation to the particular case of Óbidos Lagoon, more properly, rivers Real and Arnóia. It is not possible, in a single plan for all West Streams, going into detail, for each stream, in particular. Thus, local and regional administrations or other agents are confronted with the difficulty to bridge gaps. The work presented herein attempts to give an answer to this type of problems. It documents the changes observed in this time interval, and guidelines for interventions to be made in some critical sections of this river basin as demonstration studies. In addition to its specificity, this work proposes a methodology for similar cases, valid both inside and outside Portugal.
