Fatores que influenciam o impacto de projetos de investimento direto estrangeiro estruturantes na economia nacional

: o caso dos Investimentos da Embraer em Portugal

Abstract

This dissertation aims to study Embraer’s Foreign Direct Investment (FDI) in Portugal, since 2005 until today, through a case study. Through the analysis of Aeronautics Industry and Global Value Chain (GVC), it was possible to understand which area’s of Portuguese economy would be affected by Embraer’s FDI, allowing to identify the effects resulting from the presence of a 1st line player of Aeronautics Industry in Portugal, and also to analyse the factors that may influence these effects. It has been verified a big mobilization of pubic Institutions, organizations and companies, in the sense of developing favourable conditions to the reception of Embraer and also to the positive effects on Portuguese economy. The effects were many and affected mostly the upward linkage of Aeronautics Industry CVG. They consist in increasing employment, productivity of suppliers/potential suppliers, on formation and knowledge dissemination, and finally on Commercial Balance. Facing the requirement standards, the response of national companies were suitable through a good absorption capacity, high labour skills and an excellent technology level. However, factors as the financial capacity and suppliers certification, made the integration on Embraer’s GVC difficult. Being an investment in an industry with a long run cycle of development, this dissertation aims to contribute to the accompaniment of Embraer presence effects, and also on the development of Portuguese aeronautic cluster.
