Abstract

This dissertation examines the public funding for performing arts in Portugal, with a special focus on the North. It analyzes changes in cultural policies and the role of the Directorate-General for the Arts (DGArtes) between 2011 and 2023. It contextualizes the role of the State in supporting the arts, and the transition to a more inclusive funding model adapted to the current needs of the artistic and creative sector. The main issue of the research lies in evaluating the criteria of the funding, alongside the consequences of these policies for artistic institutions and the North. The research found a dual problem: the insufficient renewal of supported institutions and the geographic asymmetries in resource allocation. The analysis, based on quantitative data from support programs and legislative documents provided by DGArtes and the Government of Portugal, clarifies the behavior of public funding, its policies and their consequences, between 2011 and 2023. The results indicate that, despite increased investment and the inclusion of new institutions, the support concentrates in the Metropolitan Area of Porto to the detriment of other sub-regions. This constrains diversity and innovation, which suggests the need for a recasting of funding policies. This work recommends implementing evaluation criteria that prize the true impact of projects, promoting a more equitable and inclusive distribution of resources. It is concluded that a fairer and more balanced funding model is essential for the sustainability of the performing arts in Portugal.
