This work was developed in Tabaqueira, in an organizational context, with the objective of identifying the reference in the literature for the project management methodology developed by Philip Morris International, the VSU (Vertical Start-Up). Through the adoption of the business case methodology, an investigation was developed with a descriptive and qualitative approach, delivering a comprehensive summary of the element under analysis. The main methodologies were identified and the concepts of those considered basic were explored, the PMBoK (Project Management Body of Knowledge) and Prince2 (Projects in Controlled Environments 2). Both methodologies were differentiated in a comparative analysis and, later, excluded from the alternatives for reference in the VSU literature. Finally, the EEM (Early Equipment Management) methodology was identified as a result of the work objective, having been recognized the similarities between both methodologies in the approach to project management. These belong to three dimensions: the antecedent philosophies of both methodologies, their objectives and the project management process.
