The main goal of this research is to analyze the possibility of funding a Universal Basic Income (UBI) in Portugal, as well as explaining what this policy entails. Thus this master’s thesis presents makes a case for UBI and discusses some of the objections that are raised against it, while also arguing for the relevance of pilot projects. Arguing for a gradual implementation, the thesis puts forward different scenarios (a modest income, an intermediary income and a truly basic income) concerning the implementation of this policy, either at a national or European level. Mainly discussing the possibility of making changes to taxes such as the IRS or TVA, it is argued that in the context of a gradual implementation, implementing a modest income would be possible in Portugal, which would be the first step towards a more ambitious implementation.
