Introducing the long term care insurance in Portugal
: the AdvanceCare case

Abstract

The ageing phenomenon is changing the paradigm of how people will deal with future health-care needs. The majority of older people will face disability, hence dependency situations. By the time of need, health-care expenditures will be extremely high and most of the times, people do not possess the means to face them. At the moment, Portuguese consumers are not aware of what ageing means and the respective needs that come along. Thus, they are not prepared to face such expenditures. The aim of this dissertation as a consulting project with AdvanceCare – a health care services management company, is to understand to which extent a Long-Term Care Insurance (LTCI) targeted to people under 55 years old, that would cover health care expenditures in dependency conditions, could be implemented in the Portuguese market as well as to assess under which conditions this will be possible. This six-month project results from an in-depth benchmarking analysis from countries where the LTCI gained experience over time as well as from collected data from different players in the health-care industry. In addition, it was also necessary to assess the interest of Portuguese consumers on such service. This dissertation presents several recommendations to AdvanceCare to implement this service in Portugal, supported by qualitative and quantitative data.
