: a necessidade de regulação normativa urgente para prevenção de resultados potencialmente catastróficos

Abstract

Scientific evidence shows that we’re headed to the advent of the age of genetic enhancements applied to human cognitive abilities. The consequences of this rapid technological advancement, if kept unregulated, could be potentially catastrophic – to the point of definitively changing human existence.For this reason, a regulatory effort is urgent and complex. Great challenges arise from the domains of ethics and morals as well as regarding their compatibility with a regulatory framework that can give a timely and effective response to this technological advancement. In this dissertation I shall present a few possible pathways for this regulatory effort to start taking place, as well as a suggestion for a framework of principles that may enable the legal system to provide a timely answer to cognitive enhancements.
