Abstract

The report hereby presented is the result of a very personal reflection on the implications and regulatory changes introduced by Decree-Law no. 115-A/1998, May 4 and Decree-Law no. 75/2008, April 22 on the organization of state educational establishments of preschool, primary and secondary education, the impact on management, leadership, and community participation in school management bodies and decision making. The work approaches public schools management between 1974 and 1998, underlying, in particular, the “RAAG” introduced in 1998, amended in 2008 and in 2012, aiming to give answers to the purpose of the study, that is, to ascertain the similarities and differences between the legal documents mentioned and describe the changes they introduced in school management. It focusses on the changes observed in “Escola Secundária Carlos Amarante” (ESCA) as a result of new regulations, with regard to school daily practices, the action of the General Council, the roles of the educational community and in decision making. Finally, it stresses the effective role of the General Council as a body of power in school, the increased responsibility of the new one-person body of management, and the confidence in management practices.
