Student thesis: Master's Thesis

The present reflective and theoretically grounded Report analyses a personal professional experience, developed from 2002 to 2011, as the responsible executive of the North Region of the Education Directorate at Braga, specifically the process of schools grouping and regrouping in the context of the adaptation of this school network to the challenges it has been confronted to. After contextualising this experience in my professional career as a teacher, I analyse the legal norms that pointed to new paths the evolution of schools network has been followed. In addition, scientific research in this area is reviewed in order to get a theoretical foundation for this work. The Educational System Basis Law has contributed to give sense to the evolution wanted for the system and placed a new challenge on the agenda: constructing a school for an enlarged to the 9th grade basic education. An important part of the present study is, thus, dedicated to the process of evolution that has been carried out until the achievement of the movement of schools association/grouping which had its experimental startup in 1997. Then, educational administration actions and local stakeholders reactions to the implementation of such policies of restructuring of the schools network are analysed in detail. The professional experience here presented addresses the effects of the political changes observed along this process, both in what respects the very nature of schools grouping process and on the dimension of the schools at stake, as well as the difficulties felt on the field concerning local actors responses. Schools grouping, regrouping of previously grouped schools, and the aggregation of groupings and non-grouped schools are processes that unleash resistance and political actions that are the main object of analysis of this dissertation. The present reflective and theoretically founded Report ends by pointing out some challenges and evolution possibilities that may underscore evolution trends in the current state of schools network.
