Abstract

The aim of this study is to analyze goes through the analysis of the evolution of local lodging (in portuguese- Alojamento Local [AL]) before and after COVID-19 pandemic. In 2008, unknowing of the impact that this figure would have in our legal ordering, the legislator placed it under the touristic building framework, giving it a residual character. However, the search for this type of tourist accommodations originated a shift and, in 2014, AL was categorized as an autonomous and consistent class and the “Regime Jurídico de Exploração de Estabelecimentos de Alojamento Local” was established. In this study we dissert over the procedure to exercise this activity and the, in which it is necessaity to verify the suitability of the building, in order to obtain the authorization. Furthermore, we will analyze situations in which such authorizations foresee different uses, from commercial to housing, as well as the required construction works. After such analysis, we fast forward to the year of 2020 when the world was heavily shaken by a pandemic caused by the virus SARS-CoV-2, deterring, from both nationals and foreigners. This outbreak originated an effusive creation of laws along with a set of housing supporting measures, in light of the lack of attention given to this matter in the historic centers, due to the massive touristic occupation. Measures that include the extension of rent payments in contracts with and without housing purposes, the conversion of AL in long term housing and also the repurposing of AL buildings to university housings’ or elderly housing facilities. We go through this matter until today’s reality, in an attempt to provide solutions to the highlighted problems regarding housing and the repurposing of buildings.
