This study focuses on the analysis of the Comprehensive Approach, in NATO and the EU, in crisis management, and supports the argument that the two organizations have different and convergent guidelines. Starting from the primary purpose, the consolidation of planning and operationalization, the CA was refreshed and renamed by IO's, as a result of expansion of tasks, time and actors, and the interaction between them. In this sense, the argument was built by studying the institutional evolution of the CA, the actors, the crisis management process, the capacities, the internal and external cooperation and the case studies of Afghanistan and Horn of Africa, in NATO and in the EU, respectively. In this study, it is perceived the intention of the Alliance to contribute as part of the international community to the CA, and that the Union is interested in undertake it, through the multiple instruments at its disposal. The simultaneous pursuit of Grand Strategy, WGA as operational method and the constant search for inspiration, by the EU to NATO in military planning issues, makes them operationally similar. The three points listed converge into a possible cooperation on the long term, and for a future joint commitment on crisis management.
