The present research intends to understand the contribution of Music to the full development of children and youngsters with Special Education Needs, namely children and youngsters with Cerebral Palsy attending the second cycle of basic school. In order to accomplish this research, as well as to ensure accessibility, we have employed educational tools and Information and Communication Technologies (ICT). We assume that the use of these resources will enable the artistic and musical expression, bringing about qualitative progress in the communicative process. We intend to analyse its effects in terms of motivation and the students' development of musical skills and, mainly, of communication skills. In short, it is expected that Music, simultaneously a form of artistic expression and universal language, provides for the well-being and helps improve people's life Quality.
