Abstract

Introduction/Objective: The community empowerment has been one the causes of the success of health promotion, as it is considered one of the four main competences of the Community Health Nursing Specialist (CHNS), as well as Epidemiological Surveillance. The use of Community Assessment, Intervention and Empowerment Model (CAIEM) may enhance that activity in terms of what concerns the Nursing Diagnoses, in order to generate sensible indicators to nursing care and conduct a more efficient e effective allocation of the resources needed to meet the sustainability aims of the National Health Service. It is also considered that and the Public Health Unit, where the internship was developed, is the epicenter for this process. Methodology: The Health Planning was used as methodology. For the situation’s diagnosis, it was applied the Portuguese version of Empowerment Assessment Rating Scale (EARS) to the formal leaders of the Health Centres in a Local Health Unit in the Northern Region, that consensually defined their perception level of empowerment, according to the 9 domains of the scale. In addition to this process, it was also developed a survey, answered by 80 nurses of the Health Centres, in a non-random sampling process. The obtained results were analysed quantitatively and linked to the clinical decision matrix of CAIEM, concerning the diagnosis activity focused in Community Management. Afterwards, the identified problems were involved in a prioritization process that took into account magnitude, transcendence and vulnerability criteria. Results: Community Management was identified as compromised in all domains: 7 problems found concerning to compromised Community Leadership, 5 problems regarding to Community Participation and 1 problem related to the Community Process. The level of empowerment perception of the leaders in the various domains was also considered low, ranging between 1 and 2. Conclusion: The Nursing Diagnoses potentially develop a more comprehensive diagnosis of Public Health Problems identified by Public Health Unit. At this stage there was the opportunity to develop the skills of the Community Health Nursing Specialist and to respond to the objectives of the Master Course in Nursing, grounding the course in the context of the Epidemiological Surveillance of Nursing Diagnoses.
