The hijacking by Somali pirates of the fishing boat VEGA 5 in Mozambican waters in Bazaruto, in Sofala Bank region in southern Mozambique on 27 December 2010, has demonstrated the enormous weaknesses in surveillance, control and security in the maritime national authorities, and at the same time highlight the strong influence that transnational crime has created disorders of various kinds in the coastal states. Piracy is part of the new global threats, not to be taken seriously are hampering the development of the country. Increasingly, organizations that promote illegal and illicit activities in Mozambican waters have used advanced technology and human resources that are a real affront to the sovereignty and jurisdiction of the state in their maritime spaces. As an actor in the international system and subscriber of the UN Convention of the Law of the Sea, Mozambique has rights and duties in their maritime areas ranging from the use of resources contained therein and guarantee the sovereignty and jurisdiction. The ultimate goal of this dissertation is to analyse the relationship between the exercise of power in Mozambican state spaces responsible to its sovereignty and jurisdiction with the development of the national economy in view of the sustainable use of living resources and aggregates existing in these spaces will only be viable when the state's authority over maritime spaces is guaranteed with a safety capable of deterring acts of maritime piracy and other illegal activities now growing on the East Coast of Africa.
